Email mime attachments in iPadOS 13 versus iOS 12.4
In the new iPadOS 13 (September 2019) email mime attachments CAN'T be read.
Whereas, in iOS 12.4, those very same email mime attachments, CAN be read.

in iOS 13.2 the mime attachments finally do show up ---- but, a mime attachment appears in a slim popup window, and, none of the reply / forward / etc. icons are available to use for the mime attachments

This is a known problem. With a new operating system bugs can appear without Apple's knowledge. I ask that you please submit a bug report so Apple can address them in future updates. In the meantime try using Microsoft Outlook.
Riccardo yuo’re right, I have checked now and with iphone the mime attachment opens completely, with ipad as a slim pop up windows, but none of the reply/forward/erc. icons or possibility, issue not completely solved

I do not believe that this issue has been resolved. I use iOS13.1.3, and the problem persists in that version.
This problem persists in iOS 13.1.3, as well.
