Why won't Safari open at all since the last update?
I had an automatic update yesterday on my MacBook. Now Safari quits upon opening; in fact, it will not even open. I can get no Safari on my iPhone and my iPad.

Are you running any anti - virus programs? Using a VPN?

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor. Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. After pasting the report in a PasteBin page, go to the top of the page, and copy the address in the URL bar. Paste that in a new reply. Pastebin

No, I am not running any blocker nor VPN. Actually, the problem did start after an update, but not immediately after it. Safari worked while I was at a hotel for two days after the update. It stopped working later the second day while I was on Amtrak. But, I am home now on my own WiFi and it still does not work.
Well, I was reluctant to do all that was suggested, so I just switched to Firefox. This morning, I installed another automatic update and, voila!, Safari works again. We're done, here. Thanks.
It does not work when I log in as Guest User.
You are welcome. Easy fix.
