Are your photos in iCloud Photos? If so, see: Set up and use iCloud Photos - Apple Support

If they weren't in iCloud Photos but you do have an iCloud Backup you can use the backup to set up the new phone: iCloud: Restore or set up iOS devices from an iCloud backup
