Issues connecting to localhost

I am having trouble accessing http://localhost:30304 which I need to access in order to enable the online software license for V-Ray for Sketchup (3D rendering software). I'm currently getting an error message in the actual programme 'Failed to checkout V-Ray GUI license'. Spoken to the software company's technical support and got nowhere as there is no issue with the license or the software. I just can't access the localhost to enable it.

I've tried uninstalling and reinstalling the software but this has changed nothing.

I've looked on lots of forums which all point to something to do with Mac updates affecting 'apache' so I have followed instructions and put in commands etc but still no different with above localhost address.

I've spoken to Apple Support and they've suggested backing up my Mac and installing new Mojave but I can't see how that will help.... surely the problems will still be there... or worse... as it all seems to be from the updates in the first place.

Any ideas on what I should try next?

Now very behind on a deadline for a client, as a small business with few clients I really can't afford all this hassle!! Been going round in circles for 3 days.

If you can't even activate the software, it would seem there’s a problem with it. Call’m back, and ask for a supervisor.

Based on a quick look ‘round the ‘net, this is seemingly related to some sort of possibly-still-separately-installed license server:

That’s from a few years ago, but may give you some ideas...

Installing Mojave onto an external scratch storage device and re-loading the app onto that is a good way to rule out other clutter on this Mac causing issues, whether it’s add-on snti-malware, asd-on cleaners, a locally-modified /etc/hosts file, or who-knows-what. If a clean install of Mojave and a fresh app install shows the same problem, you’ll know the issue is with the 3rd party app. Which at least gives you one less bunch to discuss this with.
