Safari 13.0.1 not restoring windows

Mojave 10.14.6 / Safari 13.0.1


Mac Mail crashed and froze my Mojave 10.14.6 System. I hard-Restarted and Safari didn't restore my open windows and tabs.

I painstakenly reopened about 20 important tabs using History.

The next day, Mac Mail crashed again but, did not freeze the System. (Btw, reopening Mail immediately crashed it again. Three times.

So, I closed all apps manually, and Restarted.

Safari opened with a single blank window; nothing else. Again.


So, I ran Disk Utility, Restarted, and opened Safari - again with no windows restored.

I then opened two windows. Then closed Safari, and then reopened Safari. No restored windows!

WTH?


Settings>Safari opens with: All windows from last session


P.S. History>Reopen All Windows from Last Session works.

Arrgh!

The Sys Prefs>General>"Close windows when quitting an app" is operating opposite of how it should. The box was NOT checked. I checked it, and now all Safari windows are restored on launch. I unchecked and checked again to confirm. Well, at least I have the feature back. I usually have 30-40 windows open, many with multiple tabs.
