Activation server down
This message popping up on my baby phone when i powered it back on what does that mean ? She has a iPhone 7

In order to activate your iPhone, it needs to contact a server to gather information to complete the activation process. Go through the steps in this link to get your iPhone activated and working as expected:
If you can't activate your iPhone
If you continue to have issues after going through those steps, use recovery mode to restore your iPhone and see if you can activate once more:
If you can't update or restore your iPhone, iPad, or iPod touch
