After trying 600 different emails for my daughter, finally got one. HOWEVER then after finishing the questions and agreeing to the fineprint, it says I cannot do it at this time.
Super frustrating. Is there a problem in the system?

If necessary, contact Apple ID Support.
Apple Support by e-mail or chat Work through the screens to get a chat option. You may need to pick a problem that is slightly different than yours to get a chat option.
Or fill out and submit this form. The form is for iTunes, but it will get passed to the ID Support section.

using Mojave 10.14.6 tried again, no joy. Went and did it on iPad Air 3 iOS 13.1.1 Worked ok
May have an underlying problem in mojave.

Make sure you are connected to the internet.
Use Force Quit to close Any Not-Responding Application: Go To: Apple () Menu > Select Force Quit... > Select any app(s) ending with "(Not Responding...)" > Click "Force Quit"
