My iPad Got "Bricked" By Updating to iPadOS 13.1.1

Maybe not exactly bricked in the classical sense, but close.

I was on 12.4.2 and simply tried to update to 13.1.1. After it went through the install process it was very , very sluggish. On Hello, I would go to start setup, select next, then it would freeze and go back to Hello. Then I managed to get to WiFi, I chose mine, hit next, and it froze. This happened repeatedly and I had to restart several times. Somehow, after about half an hour, I managed to get to the new home screen.

Every app I try to open shows the home screen for the app, then crashes. Every one. All the time. Unfortunately, nothing works except, weirdly, Apple News and Photos. Settings sometimes crashes, sometimes not, but when Settings does open many of the settings I try to use don't work anyway, especially reset.

When I open iTunes on my computer and plug my iPad in, it's not recognized, so I can't restore the backup.

I'm trying to figure out how to save this. Any ideas? Thank you.

I have 30GB free space so that's not the problem.

I have iTunes for Windows 12.10.0.7 so that's not the problem. I plug it in, it asks me to trust the computer, I reciprocate on the iPad, I plug in my PIN, then it tells me iTunes can't connect because "an error occurred while reading from the device".

I went to your Read Here link, ran Device Manager, went to update the driver and it is already updated to the latest version; went to %ProgramFiles%\Common Files\Apple\Mobile Device Support\Drivers, tried to install usbaapl64.inf and got an error message saying the INF file does not support this method of installation; and checked out Apple Mobile Device USB Driver and it's running fine, which the web page does not address.

And I don't know how you were able to mark the problem "solved", because it is definitely not solved, and I don;t know why you mark it as such.
