Screen recording huge since ios 13

Before iOS 13 a five-minute screen recording is less than 200 MB, now it has doubled in size. Changing the camera setting has no effect.

This happens on an iPhone 6, so it doesn’t have “HEVC” (high efficiency video coding), but why do the recordings need to be so much less efficient than before?
