Notes app not working

Is anyone else having issues with their notes app not working? I have the iPhone XR. I downloaded the new update for my iPhone, hoping that would fix it but now the app states that the developer needs to update the app before I can open it. But my friend has an iPhone and has done her update and her notes app is working just fine, and was before the update. I have lots of things that I use that app for on the daily, so I really need it to work. I have went to the App Store to try and re download it and I don’t have that option. I’m afraid to delete it off my phone because I don’t want to lose any of my notes! Any suggestions?

I’ve updated to iOS 13.1.3, and the issue persists. I cannot use my Notes app at all! I can’t open it because I still get the same pop-up window that says “The developer of this app needs to update it.” So I guess I’m waiting for Apple to update the app?

I also don’t want to delete the app or restore my device to risk losing my important notes.

So far, iOS 13 has been a disaster.
