Apple TV (TVOS 13) PIP Picture-in-Picture?

I thought I read that a new feature of TVOS 13 was it would have Picture in Picture (PIP). Is that true. If yes, I cannot see it in TVOS 13

At this time, it only seems to work within the Apple TV app.

Clicking to get the time line, would also introduce the PiP icon.
