NFC/Apple pay not working in iPhone 7 after iOS 13.1 update

I had updated to iOS 13.1 last week and the apple pay/NFC stopped working. Checked with the Apple technicians in 3 different stores and they are not aware of this issue and they have no clue on resolution. The NFC reader in the store also failed to recognise the device.

The nly response from the technicians is to factory reset the device.

Trouble shooting I performed:

I tried

re-adding the card
restarting the device.

Can someone advise on the resolution please.

Hi, we cannot troubleshoot NFC issues here. You have to make an appointment with the nearest Apple Store Genius Bar for an evaluation. Setting it up as new might fix it and that is a step they will want you to make before your appointment.

Thanks for the clarification. Can we not identify the root cause and fix this issue without doing a reset ?

They can run a diagnostic at the Apple store that we cannot run here to test the NFC field. You are asking if we can change the wheel on a moving car. If you make a full backup using your iTunes computer then after you set up as new you can restore from the backup if the problem is still there.

What if the problem still exists after I do all the steps you ask me to carry out. I know we cannot change the wheel of a moving car, but as an apple user who completely trust apple and its products, I would like to understand why is there a necessity to change the wheel in the first place(root cause of the issue). I sense this a software update issue, as I have heard similar issue from many other users. Hope Apple does a check on this.
