Why I cannot set up family sharing even though I have a valid payment method and I am an adult family member

Thanks for that info and for choosing the Apple Support Communities. If I understand correctly, you are unable to setup Family Sharing. To help with this, please make sure you're following all the steps in this Apple resource and then contact Apple if you need any further assistance.
