Updated to ios13 on my iPad pro and game center doesn’t work. It won’t login for Games and when I go to settings app and select Game Center nothing happens and it locked up settings app. Works fine on my iPhone. Anyone else having this issue? Makes some games not playable and Apple Arcade less useful.

Finally fixed it after working with a senior Apple support rep over the phone. The issue was iCloud game center was somehow messed up. Turning off Game Center under iCloud worked for bit, but then trying to sign back in would cause the issue to occur again.
The fix was turning off iCloud, logging out of the account on the iPad (at top of settings) rebooting iPad and then signing back in. Of course make sure you have everything backed up in iCloud first.
It’s working for me now after a week of trying to figure out what is wrong and upgrading the ios twice (13.1.1 and then 13.1.2).

Try resetting iPad's settings in Settings > General > Reset > Reset All Settings. Be certain you do not select Erase All Content and Settings as this will erase all of your information. It is a good idea to perform a backup of your iPad prior to resetting its settings.
Had this problem on iPhone X with iOS13. Got fixed when I updated to 13.1, but issue recurred when 13.1.1 was available and I haven’t updated. So I updated to 13.1.1, fixed for a day, but now Game Center is not loading again. All my games (e.g. Marvel’s Contest of Champions) gets stuck in the loading page waiting for Game Center.

What does reset all settings do compared to the full reset where it erases all content and is like a new iPad after?
Unfortunately that didn’t work. Still locks up when I try to use Game Center in settings or in a game.
Interesting though it did fix the music widget not working on the home screen.

Are there any restrictions set in Screen Time or Family Sharing? Are any configuration profiles installed?
Nope nothing like that. It worked fine before upgrading to iOS 13 for iPad. And works fine on iPhone.
