Hi, after update version ios 13, unable to update original software like Garage Band, Numbers, Itunes u and etc. Notification ‘Update Unavailable With This Apple ID. Refer attach picture. Appreciate your help.

All of those apps are free. Delete them, then re-download them with the ID you're using now.
You bought a used device and you have to download those apps under your ID.
This is new one i buy. Before upgrade version no issue with these apps updates.
