How much space does iOS 13 take on iphone 6s

How much space does iOS 13 take up? I've read it is a 2.28 GB update. Is this accurate? Also, doesn't iOS 13 actually free up space on the iPhone due to implementing the APFS file system? Finally, even though the 6S can take this update, is its age a factor besides having available space.?
