Bug/Change in Pencil PDF Markup in iPad OS

@zmclearan: I'm glad to see that I'm not the only one having this issue, as multiple people have been asking the same question this month. You have replied to each of these comments regarding the recent change in Apple Pencil function with the statement "this is a 'feature,' not a 'bug.'

Can you elaborate on this statement? Why was this feature added? What is the purpose? If this change provides some extra functionality that would outweigh the loss of efficiency when reading/writing/highlighting, it would be helpful to know.

@Kathi28: Thank you for the tip regarding scrolling with two fingers. This does appear to counteract the new changes, though it is definitely not as efficient as simply scrolling with your thumb as many other users have mentioned. But at least it is a way to get around the change while Apple reconsiders the new 'feature.'

I really hope so. As a student, I think it is really common for us to take notes while scrolling PDF. I have switched to PDF Expert by now just to avoid this. But I feel like native app is always easier to use for simple task like this. Let's hope it is gonna be fixed in next release.

Can't use notes (PDFs in notes) anymore because of that :-(

what you can do is using two fingers for scrolling while markup icon activated.

Not ideal but better than toggling off icon all the time.

I’ve just reported it too. It is an awful change that reduces the use of my iPad for work and study. Fingers crossed it is fixed or reinstated depending on whether this is a bug or intended change!

Yet, Apple released 13.2 and problem is still there!

That is unfortunate. Hopefully it will be addressed sooner rather than later..

The only work around that works for me is to use two fingers to scroll as one will draw lines on the pdf. I do wish they go back to the it was before.
