Apple TV cannot be setup

Message displayed on the screen when trying to setup apple TV

Your Apple TV couldn't be set up.

Check your network connection and try again. If the problem persists, contact Apple Support.

Mac Pro, Ipad, Iphone, Xbox, Samsung TV (different) all connect to the network without issue.

Apple TV is within 15ft of a mesh network access point.

Apple TV could see the network be before I reset the device to factory settings.

I reset because Apple TV kept telling me the wifi password was incorrect - when it is not. I verified this by disconnecting from the wifi network on my phone, forgetting network and then reconnecting. fine, no problems.
