First, I'd suggest verifying that you're using the most recently released iOS version because iOS 13.1 and later include a fix for the behavior you're seeing: Update your iPhone, iPad, or iPod touch

Folders don't create themselves. Someone has to create them. So either you or someone who uses your phone created those folders. It's possible (but unlikely) that if your phone has a corporate email account on it and that the administrator dictated the screen layout. This might happen if the company has a standard profile that goes on all phones used by staff. There is nothing for Apple to fix; whoever created the folders has to fix it.
