I want to create a greeting card from a template in Pages (Pages version 8.2 on MacBook Pro with macOS Mojave version 10.14.6). The sidebar on my Pages app does not have a category 'Cards' and I do not see any templates for greeting cards in the other categories. Are there templates for greeting cards for Pages anymore? I see old posts saying there were. Where can I find them without buying an app?

Pages v8.2 includes Photo Cards, Birthday Card, and Postcards in the Stationery Template category. A minimal selection. If you want a free, downloadable, Pages compatible, Avery greeting card template (3265), it is here. They have other blank greeting cards that are essentially the same. Microsoft Word formatted greeting cards that do not incorporate Word macros to facilitate the design can be opened in Pages and saved as your own custom greeting card template.
Launch the MacApp Store, and search for Pages greeting cards. There are some there, as I just checked.
