Update

My iPhone 7 hasn’t even updated to 12.4, and it won’t let me install the update even with wifi and plugged in. I tried on my computer but then it said my phone was up to date.

Turn off Automatic Updates.
Delete the downloaded 12.4 image.
See if there is a beta profile by going to Settings/General and scrolling to the bottom. If there is a listing for Profiles (right after VPN) open it, tap on the beta profile, and delete it.
Press HOME.
Kill the Settings app-->How to force an app to close on your iPhone, iPad, or iPod touch - Apple Support
Restart the phone-->Restart your iPhone, iPad, or iPod touch - Apple Support
After logging in, go to Settings/General/Update

You have a download of 12.4 on the phone that was never installed. Go to Settings/General/iPhone Storage and delete it. You should then be able to update to iOS 13.1.2.

I will check what Version of iOS you currently has. If you have marked automated update it is possible that iPhone is already updated with current Version of iOS.

Basically, my goal is to get the new ios 13 update, but i don’t even have 12.4, i have downloaded 12.4, but when i press install the attached picture comes up
