My iphone rings once at the proper volume and then drops the volume a great deal at the following rings. There is an announcement of who the caller is and my i watch rings as it is supposed to. I checked everything I could in Settings but nothing works. Has this happened to anyone else?

It happens on ALL iPhones with Face ID and is called Attention Aware. It's actually a terrific feature, one I've grown (and those around me) to appreciate a LOT. It's completely NORMAL and completely EXPECTED behavior.
What your phone is doing is dropping the volume for rings once you've looked at the phone as it knows you are now aware the phone is ringing. People in my office LOVE this!
You can turn Attention Aware features off if you'd like by going into Settings > Accessibility > Face ID & Attention > Attention Aware Features

You are a genius. I turned off that feature attached to face recognition and now it rings properly. An Apple adviser could not figure out the solution. Thanks.
