Why apple doesn't want users to turn off bluetooth?

So they decided to keep hindering users from turning off bluetooth easily with control center even now with ios13, what is the motivation behind this? For example I'm using airpods and I often switch the connection between iphone and my laptop, in order to do this I need to first turn off bluetooth on iphone, it doesn't work if I just fake "turn off" bluetooth from control center, airpods will keep trying to connect with my iphone and won't connect with my laptop. And we all know keep bluetooth turned on drains battery faster, if would be very logic if they give users a easy way to turn bluetooth off whenever we don't need it. I'm sure apple heard a lot complain about this thing, so what gave them courage to keep annoying its users by anti-intuitively preventing users to turn off bluetooth by long press the bluetooth button in the control center??
