iOS13 update; no contacts information

Updated to iOS13 on my iphone 6s plus and I've immediately noticed many bugs. The worst one is contacts don't work. All the names are still listed in the contacts but going into any one of the contacts will just be a blank screen. I tried disabling and enabling using iCloud to sync contacts. I tried resetting network settings, hard reset, closing the app. The contacts are still showing fine on my iPad so I know its still there, its just not showing on iPhone. All contacts when clicked are as shown in the picture below. Also, I can't create new contacts either, it wont save any contacts I enter! Any help is appreciated.
