I am running OS High Sierra 10.13.6 and in App Store when I try to download Security Update 2019 - 005 10.13.6, it continuously times out and fails to download. What is the problem?
Boot into Safe Mode, and try updating from there. That will rebuild caches, and will temporarily disable extensions.
Before recommending a boot into Safe Mode, I would suggest bypassing the app store and downloading it from the Apple site:

I never use the App Store to download and install a security update. I've seen way too many issues over multiple security updates with this approach. I hope this helps.
I tired this twice and it made no difference. The download starts and then freezes and times out. Nothing is running properly in safari which was just updated.
Try unplugging your Modem & Router for a bit then try again.
