And there won't be since iTunes 12.x has been deprecated and obsoleted.
The App Store was dropped in iTunes 12.7 and it is now at 12.9, so I wouldn't
expect it to change otherwise they would have done so by now.
The point is that managing apps and book a single iOS device is fine, but that is not what is being asked for here.
Try the managing apps and books on 3 or 4 iOS devices. It is a total pain. iTunes 12.6.5 allowed for that ability after it was removed by 12.7. However, now that iOS 13 is out iTunes 12.6.5 will no longer do that.
That is an issue.
You need to update iTunes on your home computer to the current version.

We can't help with that. This is Apple's software and other than providing feedback to Apple, you'll need to update iTunes. Personally, I've never found it problematic to managed apps directly on my iPhone or iPad.
Imagine thirteen iOS device,that you should manage them by iTunes without apps! it's really problem! I hope Apple would release update.
Did you test iTunes 12.6.5.3 at all? I thought that I had read somewhere that it did work with iOS 13 devices. I don’t use that version of iTunes since app management wasn’t a deal breaker for me.
What version of OSX or macOS are you running on your Mac?

You are out of luck. You cannot have both.
Either you use an outdated iTunes version with the App (IPA) support, or you install the latest 12.10.0.7 version (released 11th of September 2019) that brought support for iOS 13 and iPadOS 13. Versions below that do not seem to support iOS 13.
I would just update your iTunes version and manage your apps on your iOS device without iTunes.
