Sorry if this is obvious to you but since you are not very used to the mac I’m thinking that maybe -just maybe-you are being confused by the fact that an application on the mac can be running even without any windows open. I have seen many Windows users confused by this.
To be specific: the MENU BAR is that strip at the top; the DOCK is (usually) at the bottom. Click XCode icon in the Dock. What do you see in the menu bar? My guess is that the word XCode is there, indicating that it is indeed running. Again sorry if I am completely off base here.

So Xcode is running!
Look at the menu bar. It always has the Apple menu at the left; immediately after the Apple symbol is the name of the active, or frontmost, application.
Click the Dock icon and after it finishes bouncing look up there next to Apple symbol. Do you see the name XCode or not?

you were right. i had to close my other app (chrome) and restart xcode, then it appeared on the menu bar. i don't quite understand what i get by clicking xcode on the menu bar, it's not the same as what the dock starts, but i'm sure i can handle it now. again, thanks!
Do you get the Xcode menu bar?
That is all that will typically appear unless you have it set to
open previously opened project.
What is "a tag above the icon"?
Can you post a screenshot?
Also, it is possible that your download did not finish correctly and you have a corrupted file, in which case you'd have to download it again.
What version is this?
When you write “right click the menu bar”, I’m assuming you mean the Dock.
It is not strange that older projects are listed even if you deleted them. This is just a list of recently used projects, the same way you can use Open Recent... in any application. A document you opened in Preview this afternoon and later deleted will still show in the recent files, as it should; of course you cannot open it anymore.
When you click XCode icon in the Dock, does then show the little dot like all open applications or not?
No, I don’t get the Xcode menu bar. The Mac acts like it is about to start Xcode, but then nothing. I don’t even know how to get to the program to make possible adjustments. Neither finder nor launchpad will start it, nor, as I said, will the Mac menu bar.
let me first say i greatly appreciate your help. unfortunately i still cant run xcode.
i'm running mac os10.14.6 (mohave) on a mac mini (late 2012). i'm not sure about the version of xcode, but it's the latest from the app store. when i first installed xcode, it ran fine, but i restarted it several times to keep in sync with a tutorial i was running. each time i restarted it, i deleted the associated project file. on my last attempt it asked me if i wanted to close the startup screen produced by xcode. i did close the screen. after that nothing worked, but if i right-click xcode on the menu bar, it shows all of the prior project files, even though they no longer exist. clicking on these files does nothing except make the popup go away. incidentally, right-clicking on the menu and then clicking "options" produces no new results.
thinking that maybe my xcode source was corrupted, i deleted it and reloaded from the app store. the new version does exactly the same thing as my previous version, including showing the previous project file names when i right-click xcode (i obviously have a Microsoft mouse and keyboard).
Screenshots on the mac are extremely easy.
Press command-shift-4 and drag a rectangle to capture that part of the screen; or command-shift-3 to capture the whole screen. By default they are saved to your desktop and named Screenshot-something... (the name includes a timestamp of the moment it was captured). All of this can easily be changed too.
To add a screenshot or any other image file click the image icon below the message area and select the relevant file.
yes, i mean the dock. i don't know what you mean by "little dot". when i ckick the xcode icon, it bounces a few times, then goes back to its appearance before i clicked it. but if i right-click before i click to open, it gives the "open" option, while right clicking after i try to open, it gives the "hide" and the "quit" options. i guess this means it is (or thinks it is) running, but i don't see it anywhere.
i'm afraid i'm a complete novice when it comes to mac.
i just purchased and upgraded the mac mini, i haven't obtained an apple keyboard or mouse yet because the wireless microsoft versions work though they aren't labeled like the apple versions. for instance, i don't know which key is "command". but thanks, i will try to get the screenshot and post it later if i don't have a resolution.
no need to apologize, you are right i am completely stumped. but i don't see xcode at the top of the screen. the line with the apple icon currently lists chrome file edit view history bookmarks people windos and help. do i have to close chrome to see something else?
When you use a Windows keyboard with a mac the “Windows” key will work as the Command key.
The alt key is usually called the Option key, and the Control key is just the Control key.
Shortcuts where you used the Control key in Windows will use the Command key in the mac: for example, Command-C to Copy, Command-V to Paste.
No, you don’t have to quit Chrome in order to use XCode or other program.
Hold down the windows key and press the Tab key. This will let you switch to other applications. Does XCode appear on the list?
i've been using microsoft for the past 20 years. it will take me a while to figure out how to get cuts of screen shots and insert them into this message.
