How do I maximize a photo in iMessage now that force touch / peek

in iOS 13 I can no longer maximize photos in iMessage using the force touch peek & pop feature. I can occasionally get them to maximize but more often I only get the secondary menus to like/laugh etc. or save the photo. I just want to maximize it. How?

just a single light tap on the photo should maximize it.
