Updated to IOS 13 this morning.
On my drive to school, my phone was functioning normally.
When I got to school, I got the "Cellular Update Failed" message. I did the recommended steps (remove SIM card, restart, reinstall IOS 13) and they all failed. I did a factory reset, and it failed.
What can I do?

I should clarify - I did a factory reset, and I can't restore my phone because of a SIM card issue.
