Screen rotation control

Screen will not rotate with iPhone XR orientation. iOS 13.1.2. Cannot find control to select. Google search gives incorrect information.

If you get no help, have your device inspected at an Apple Store or Authorized Service Provider:--> Apple – Location Selector

I just got an XR last week and have the same issue. I shut down my phone and restart. It seems to work but I don’t want to have to do this every time it happens. And it’s happens more than several times.
