I can not send a photo to a group text that includes at least one non-iPhone.
This is not unique to my iPhone 11 Pro Max, or IOS 13.1.2
This has been the case for a while, over several different updates.
I am on AT&T, but have seen that several others on Verizon have the same problem.
I have turned on “Send as SMS."

Thanks for using Apple Support Communities! I understand you're not able to send photos in group messages if one of the members isn't using an iPhone. I definitely want to make sure you're able to send photos to all your contacts, iPhone users or other! I am happy to provide some information and help with this.
You mentioned enabling "Send as SMS". Group SMS messages don’t support multimedia attachments, like photos or videos. You would want to make sure that MMS Messaging is also enabled in Settings > Messages. You can see more about group messaging here: Send a group message on your iPhone, iPad, or iPod touch
