i tried to block a caller and they are still able to call- help it’s an apple scammer

Apple don't have scammers.
To block a phone #: Settings → Phone → Blocked Contacts → Add New...
Or in Phone → Recents → tap blue (i) next to person you wish to block → Block This Caller
You can also contact your cellular provider and see if they can help.
Speak to your carrier and see if they can block them.
