Downloaded the lasted iOS and the apps crash, can not connect to my iTunes account

I have an iPad Air2. Downloaded the lasted iOS and the apps crash, can not connect to my iTunes account, mail will not download and andwhen going into settings it takes minutes for an application to respond and to connect to WiFi

Unfortunately you will need to fully restore your iPad to factory settings.
