The pattern seems very regular.
I would try and capture another file from the same source.
Before you do, reset the FCP X preferences:
Hold Option-Command as you launch FCP X.
Then re-boot your Mac.
Try a fresh capture with minimum apps running.

I figured it out... I used a trial run of Cinema grade to color correct my footage. And it expired.... I spent hours trying to figure out what was happening. Lol. That's life I guess
What does it look like if played directly in QuickTime X?

Its super weird. Thank you for the advice.

I imported new footage from the same source (which didn't have this issue)
But I still can't get rid of it.

The same thing. I exported it and the same thing is happening.
