Trouble with upper case characters from on iPad 6 gen
I can’t use certain upper case options on my iPad, 6th gen model MRJP2LL/A

I found a fix to my issue. I located a key on the upper row of my LOGI keyboard that looks like a mini keyboard. Bit allowed me to utilize an on-screen keyboard that was very user friendly with regards to accessing the upper-level options on the numeric keys, etc. that were not coming up from the hard keys. (That is the best way I know, online to describe the issue).
