Language setting problem

I set my language to spanish while running on IOS13 beta. I have since updated to the standard IOS and am running IOS13.1.2. When resetting the language to english everything changed to english except for Safari. This means safari is and will not change from spanish. I have deleted spanish from my list of languages and even set other languages as my primary and still no change to safari.

Go to Settings > Safari and see if there is one for Language.

Unfortunately there is no language setting in safari

That is very interesting! I dont have language settings and you dont have compass and measurement settings above safari.

That photo was from an iPad. I do have compass and measure (and language) on my iPhone.
