Set up new ipad without copying from another ipad, iCloud account or Android device

I am trying to set up a new ipad for my husband. He’s never had one and doesn’t need to transfer anything from his android phone. Everything goes well until we get to a screen that says “Enter old passcode” or something like that. He doesn’t have an old number. He tried to enter his current passcode - the only one he has - and gets a message that he has to enter his OTHER code. Help!?!?

No, it’s supposed to be brand new. Last night after I sent my reply I tried again to get past the passcode screen, and all of a sudden it worked. After I entered the passcode once, it didn’t take me to the screen I took a picture of, and it’s no longer saying the set-up is incomplete. I have no idea why the 10th time I tried to do exactly the same thing it worked, so I’m not sure if it’s really fixed or not. Technology can be so frustrating!!! Thanks for your help.
