How do I transfer a my old iPad to my mother??

I gave my mother my old iPad Pro 9.7" I reset it ripping it clean of all my information so she could set it up as hers. After setting it up is said I she needed to update her Apple ID Setting to access some account services. It then ask her to Enter iPhone Passcode. when she enters her phone it says it is incorrect, and when I enter mine it says that it too is incorrect and then instructs her to reset encrypted data. We both know our our passcodes to Apple and our phones. After resetting the encrypted data, the same thing happens. How can I set this iPad up for her.
