This screen popped up immediately after my 2012 Mac Mini restarted following Catalina update. I didn’t know what “UpdateSystemLanguages” was so I hit cancel. Now the “Setting Up” screen has been on for hours. Am I doomed? Should I restart? What is “UpdateSystemLanguages” and why would it come up immediately after an update and restart?

I actually had the same issue with my Mac, and I hit cancel when I realised I couldn’t type anything. However when I restarted my Mac from the minor update this morning the box was back, I didn’t want to decline it again so I tried moving it and I realised that if you move it out of the way you can move on with startup and once it’s finished you can type in the box fine!
I had the same thing and tried to enter my password, but I was unable to enter text without a cursor prompt. Eventually I was able to cancel and continued installation without any issues. I think the prompt may have to do with region code and language settings. For example: Canadian English, currency and associated metric preferences.
I had the same window, but went straight to Cancel and the installation continued without any visible problems.
I don’t see “Cancel” - only “Setting Up Your MAC” and a wheel at bottom of screen going around and around seemingly forever?
I declined UpdateSystemLanguages prompt and now Catalina update stuck on Setting Up for hours
