I declined UpdateSystemLanguages prompt and now Catalina update stuck on Setting Up for hours

This screen popped up immediately after my 2012 Mac Mini restarted following Catalina update. I didn’t know what “UpdateSystemLanguages” was so I hit cancel. Now the “Setting Up” screen has been on for hours. Am I doomed? Should I restart? What is “UpdateSystemLanguages” and why would it come up immediately after an update and restart?

Mac mini 2018 or later

I actually had the same issue with my Mac, and I hit cancel when I realised I couldn’t type anything. However when I restarted my Mac from the minor update this morning the box was back, I didn’t want to decline it again so I tried moving it and I realised that if you move it out of the way you can move on with startup and once it’s finished you can type in the box fine!
