Charging Macbook Pro in a foreign country

Hello! I am currently studying abroad in Argentina. I bought my MacBook Pro in mid August and left for Argentina in late August. In the USA I never had any problems with my MacBook. I’ve been in argentina now for a little over a month now and am now experiencing trouble. When I came here I had a full charge on my MacBook, I used all of the battery and charged it again here. I then used all the battery again and when I went to charge it this time it started to get real staticy and keep making the sound of when it turns on. Sometimes it would charge on to 1% and then die again. I am charging it the same way I charged it the first time here. I am using an adapter here as I know the wattage is different. I do not know much about computers or wattage. The adapter works fine for charging my iPhone and has charged my MacBook fine once before. I don’t know what I am doing wrong. I’ve been playing around with it for a little trying different things to get it to charge , but nothing works. I don’t want to damage it anymore if I already have. Any help is much appreciated, thank you!
