I got a new MacBook Pro today, unboxed it and updated the OS to 10.15 (Catalina). Now my iPhone 10 w/ iOS 13.1.2 will not allow iCloud Keychain to be enabled. I enable it and it "thinks" for a moment and then disables it again. Now my phone will not allow me to control any smart home devices in the house!

Turned on by itself on iOS 13.2. At least something was fixed for me.

I did a factory reset of my phone and it was a complete waste of time! If I where was in the business of giving advise, which I am NOT, I would advise folks to focus on figuring out how to get it turned off on all their other devices.
When I was messing around with things I saw something strange. I turned off KeyChain on both macs and the old ipad, turned it on the iPhone, then reenabled it on the mac's and the iPhone was turned off again! Having it on the phone was most important because I do have lots of smart home devices, so I left it off on the macs.
I think, not 100% sure right now, that I did reenabled it on one of the macs. All in all, it is a real pain in the backend!
I'm the OP. I stopped by the Apple Store yesterday and the tech there could not figure out a solution. He said since others are posting here that they are having the same problem that it is simply a matter of waiting for the fix. I didn't really like that answer much :(
I have the same problem with iPhone 11 pro..
When I updated MacBook to Catalina I can’t update my Apple ID account in system settings. It was successfully updated after changing my Apple ID password.
And now my iPhone 11 w/ iOS 13.1.2 will not allow iCloud Keychain to be enabled.
I have an iPad, iPhone, Mac Book and iMac all with the latest OS i.e. IOS 13.1.3 and Mac OS Catalina 10.15.
The iPhone will not let me switch on keychain.
The iMac, MacBook Pro and iPad will not let me turn it off.
Have looked on-line and tried various fixes but none as yet have worked. The next option is to go back to factory settings on my iPhone but am reluctant to waste all that time. Given the number of comments I hope this is an error that will be fixed.
Hugely frustrating as my plan was to replace Dashlane as I only use Apple devices.

I’m the OP, when I was in the Apple Store asking for help in this issue the tech recommended I erase my phone. I didn’t want to do that at the time but I finally decided to give it a try.
It did NOT work!
i have no idea what is going on, but it is very frustrating that I cannot do things like access any of my Smart Home accessories through my phone.
Called Support and they were able to fix the issue, at least for me. I have a 2019 MacBook Air that I just recently updated to Catalina. As support and I were checking every Apple device I own, we found out that even if you previously had keychain selected on iCloud preferences on your Mac with a previous MacOs, with Catalina it get unchecked. once we went ahead and rechecked Keychain on the new MacOs Catalina on my Mac iCloud settings, my new iPhone 11 Pro Max started showing all of my keychain passwords.
I was Psyched! Hope this can help someone else.
iOS 13.1.3 doesn’t fix the problem. so much for the hope that an update would fix the problem. (I have NOT upgraded my desktop to Catalina. )
A solution recommend elsewhere
is to turn off keychain on all your iOS devices and then turn it back on. I found that with 13.1.x, my iPad Pro would not let me turn off keychain. So it’s just the reverse problem that my iPhone has. So the problem seems to be coordination of Keychain across iOS devices.
I'm the OP and fixed the issue. I own the following:
Once I learned the iPad mini was not going to get the new iPadOS, I thought I had fully signed out of it before giving it to my kids. Then Catalina came out and I upgraded both Macbook Pros and ran into trouble. This evening I fully, 100% logged out of the iCloud on the iPad, logged out of both MacBook Pro's and then was able to log into the iPhone and both the MacBook Pro. All is good!
I might be able to sign in the old iPad, but, it is slow and this is my excuse for getting a new one, just need to get the pennies saved for that purchase :)
