iCloud Keychain not syncing iPad to iphone

iPad Air PadOS14 & IPhone XS IOS14

Passwords not syncing from iPad to iPhone XS. Have attempted to turn off keychain on iPhone but it won’t turn off.

Have hard reset iPhone, still keychain won’t turn off.

Have followed iCloud support article but no luck there.

can anyone help?
