Safari ‘download video as...’ issue

New issue when right clicking to ‘download video as’ ... download will stop. Will not save file to selected destination.

but if you use download (going to default download folder) it works and immediately after that you can download using ‘download video as’ but only with that video file.

tried removing plugins, extensions, private browsing... changing download folder, erasing cookies and history, redstart - no success.

happening with latest 2 safari updates on high Sierra and Mojave MacOS.

suggestions ? Fix?
