Catalina update cannot be verified

It cannot finish the download because the update could not be verified!

I have tried to download it 3 times on a 2013 Air. It keeps eating up my memory but will not for complete the process. Is it possible to erase the incomplete Catalina downloads? Where do I find them? Very disappointed by Apple at this point. :(

The macOS Catalina installer would be located in the /Applications folder if it downloaded at all. If you are not already, I suggest that you connect your notebook directly to your router by Ethernet. Since the 2013 MBA does not have a dedicated Ethernet port, you will need to get either an Apple USB Ethernet Adapter or a Thunderbolt-to-Gigabit Ethernet Adapter to make this work. Having either of these will become handy in the future should you run across this issue in the future.

I had been able to download Catalina and tried everything to make it work (check/uncheck/check date/time, delete/reinstall Catalina) (changed different user, download Catalina) (Shared/unshared system cache settings)....I did this about 10 times. It was frustrating. I could not finish the last step of installing Catalina IOS on my external SSD. I stumbled on this suggestion and it finally worked for me. It has to do with newer Macs having T2 security chips. I unlocked these features, completed the installation onto the SSD, then secured by system again. After a half dozen tries (including turning the NTP stuff on/off as OP suggested, but my clock was set correctly, fully updated Mojave working fine in all other ways)-- finally got the download to take / run.

Unclear what the issue was. No signs of packet loss or other problems, firewall was open, etc. Also good that I don't have a bandwidth cap, considering that was ~50GB of downloading...

Apple could really, really do with meaningful error messages. The "no real error but you have to try again" approach might suit Microsoft from the last decade, but it's a bad look on anybody else.
