As you can see here, none of my purchases are showing to stream. Only when I go to Account>Purchased do I see my purchases. They should be available to stream, but I only have the option to download them.
Any ideas?

Yes I see.Mine have a play button once I hover over them and will play.
Close the TV APP and try a restart
hi I am having the exact same issue. Logging out and logging back into Apple TV or Apple Music doesn't help. I had my music library available but after logging back in I lost my music library as well. Oh dear. I escalated the issue to Apple Engineers. here's their email.
Not my issue, none of movies are showing under the library tab. Rather they are only showing if I open my account and click on purchased. I am not able to stream any of them.
