skip play doesn't work on android phone
Are my 2nd generation airpods defective if the skip/play doesn't work on an Android Note 8 phone?

Some features of the AirPods might be limited depending on the device. Check the settings for Bluetooth audio controls on your device or reach out to the manufacturer of your phone.
If you feel it should work, try these:
- If you have an iOS or macOS device, try using your AirPods on those to see if the same functions work. If they do, it might be related to the phone itself.
- If you still have issues, try unpairing then pairing the AirPods to your phone again: Set up AirPods with your Mac and other Bluetooth devices
