As I don’t have home button on my new iPhone 10 I am unable to work out how to delete my browsing history. I use to double click on the home button and then I could slide up the pages to delete.

You are confusing force closing apps with deleting browser history in Safari.
If you want to delete the history, tap the bookmark icon at the bottom of a web page in Safari. Then tap the Clock icon at the top which will reveal your browsing history. You can tap Clear at the bottom to remove all history or swipe right to left across individual items in the history.
If you want to force close app, and there really is no reason you need to do so unless an app is misbehaving, swipe up from the bottom of the screen, but swipe up and hold down on the screen until you see the app thumbnails on the screen. It is not a quick swipe up from the bottom but more of a swipe and hold action.

By the way, you don't have to close apps. This won't save your battery life.
I can't remember that you can delete opened Safari tabs by double clicking a Home button. It has always been the tab button in the low right corner to close them.
