I’ve upgraded to ios 13 and noticed that remote image is loaded even if I set it not to.
When a new email is received, a notification shows up on the upper side of the screen. If I drag it down, it usually preview text contents without images on ios 12 and below.
But on ios 13, when I do the same, the remote images are also loaded.

First, navigate to Settings > Mail > Load Remote Images, toggle that on, wait a few seconds, toggle it back off again. Then, restart your iPhone: Restart your iPhone, iPad, or iPod touch. Then, test the issue again.
If this only occurs in Preview, change your preview option to "None" to see if that makes any difference.
If you're still experiencing images loading, please reply with the following details:
-Does this occur with all email accounts?
-When you open a message from inside the Mail app, do images load there as well?

I'm also having this issue. I can no longer use mail previews because they don't respect the "load remote images" setting. The problem began after upgrading from iOS 12 to iOS 13.
This is a privacy issue because remote images are frequently used for tracking email recipients. It may also be a security issue but I'm not entirely sure how remote images could be weaponized. Still, this is a bug that affects me frequently and it should be fixed immediately. I've installed every software update as they have been released (I'm running 13.2.3 at the time of this writing) and the first thing I check is always if this bug has been fixed. It still hasn't, so I'm chiming in here so Apple will get some visibility on the problem.

Hey, It's been so long but the issue still exists. Any news or official verification?
I updated to iOS 13.3 yesterday and the issue has still not been fixed in that version.
