There is no x in the upper left when in jiggly mode after selecting rearrange apps. I am on 13

Go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases and make sure Deleting Apps is set to Allow.

Also make sure the App you are trying to delete is one that can be deleted. Some Apple apps that used to be delete-able, no longer are delete-able and as such will not have an (x) in the corner.

That was it! I normally never delete apps -- don't now how long that has been set that way! Thank You!
