iPadOS search bar, is it missing or I’m not able to find it?
I can’t seem to locate the search bar in the newly installed iPadOS. I usually use search bar to find the needed apps without going thru the apps jungle in my iPad. Please help!

Pull down from center of iPad’s home screen goes to notification page, and no, there is no search bar there....
Actual the search bar has always been a center screen pull down.
The iOS search bar was part of the notifications panel center pull down.
My iPad Pro is still running iOS 10.3.3 and the search bar can be found by pulling a finger down from the top center of the screen.
So, the Search bar has always been located and made visible in the same manner.
I had the same problem with the missing search bar. I tried pulling down from middle not top bevel a hundred times and it wouldn’t work. Only when I upgraded to iOS 13.2.3 yesterday, the search bar now appears if you pull down in the middle of the screen.
Look at the last time/date I posted this.
iPadOS 13.1 was still in effect, at that time.
Of course this has changed since the intro of iPadOS 13.2.2 and 13.2.3.
iPadOS 13.1.x still had the older way of revealing the search bar.
The method you describe now is how it revealing the iPad search bar works for the later, current iPadOS versions.
So awkward to do, so irritating there was a change for the sake of a change. Nothing was wrong with how it worked before. Now unless you either go thru the “training” for iOS 13 or google how to search with iOS 13 you’ll never figure it out.
worthless change that adds inconvenience and improves nothing.

Apple must have had some reason for changing the behaviour of invoking the iPad search bar feature.

You are pulling down from the center of the top bezel, pull down from the very center of the display.
It's hilarious that Apple assumes we know how to do this without educating their users. Like it was there before... then gone...
That’s not working for me. I always get notifications when I pull down from Center. On rare occasions the search bar will appear.
Try pulling down from the center of the screen where the status display area is instead of the edge of where the the iPad’s bezel meets the screen.
See if that makes any difference.
The key is do NOT put your finger at the very top of the iPad .
scroll down with your finger starting about an inch below the top bevel.
